PA Expands Castle Doctrine Right to Use Force On Sidewalk/ Public Space

Is this law even necessary? An attempt to retreat should be attempted, when safe and possible, but to remove the need to even consider retreat encourages violence and vigilantism. This is PA not the Wild Wild West. For more info:

09/02/11 UPDATE:

On August 27, 2011, House Bill 40 (Castle Doctrine legislation) takes effect.  This legislation was signed by Governor Tom Corbett on June 28, 2011.

Introduced by state Representative Scott Perry (R-92), HB 40 would permit law-abiding citizens to use force, including deadly force, against an attacker in their home and any place outside of their home where they have a legal right to be. It would also protect individuals from civil lawsuits by the attacker or the attacker’s family when force is used.
